This initiative mainly comes from France and Germany.  Lots of a banks and countries are (quite understandable) waiting on Société Générale and Deutsche Bank.

Regarding the spec, like most (all?) bank initiatives EPI requires an NDA for the specification.

A possible Open Banking wallet would as the name implies be an open alternative.
