No, Apple Pay does not support Open Banking because it has specific ties to Apple. However, the core idea behind the Apple Pay client combined with an AS could indeed do the trick:

This scheme would (AFAICT...) require a minuscule patch (removing the consent request) in Open Banking APIs to work.
The effects on the UX is quite dramatic:

The need for involving PISPs in the user journey seems unnecessary since there is no contractual relation between the PSU and PISP, it just adds "fuzz".
