[Openid-specs-fapi] Changed Calendar Entry for the Pacific Calls

Hi

I just updated the calendar entry for the Pacific call to be 4:00 PM 
Pacific instead of 8 AM Tokyo Time.

That means, for many of you, the scheduled calendar time was off by one 
hour today including me and sorry for that.

As a result, I have a bit of logistic issue today so I may not be able 
to call in.
