[Openid-specs-fapi] JWS/B64 and REST compatible HTTP Signature Scheme

Making https://cyberphone.github.io/doc/research/shreq--jwsjcs--combo--jwsb64.pdf a reality took about 3 hours because the code reuse with the original SHREQ JWS+JCS scheme is about 90%.

Note that "body-less" requests are identical because there is (AFAICT...) simply no other way to do it.
