[Openid-specs-fapi] Issue #140: New name for FAPI (openid/fapi)

So, for the spec name, anything that are ratified through the OpenID Process will have OpenID in front of it, so it in principle should not have OpenID in the name. At least, it should not start with"OpenID". 




The same applies to the WG name. 




So, if you want "OpenID Plus", then the name for the document or the WG will be "Plus". 




For WG name, we are not at all constrained by the string FAPI, btw.
