New issue 168: (ed) Normative Reference: Most of them are not quoted with "shall"

Nat Sakimura:

Per ISODIR2, only the specifications that are in required by "shall"go into Normative references. All others go into Bibliography. 

Only the ones that are referenced by "shall" are: 

* RFC7519
* OIDC
* OAUTB
* MTLS
* Part 1 ---- This is not in the Normative Reference List

So, we need to move everything else to the bibliography, and add Part 1.
