[Openid-specs-fapi] Real-time account Balance

Lets say you wanted to provide real-time account balances to the payment accounts in your Wallet.  The likely answer would be: Use Open Banking APIs.  The interesting thing is that you get this functionality without using TTP + Open Banking APIs or integrating the Wallet with the Mobile Bank application.  In a coming update of "Saturn", each virtual payment card is extended with a dedicated authentication key having a single function: provide secure lookups of the account associated with the payment card/account.  This eliminates fuzzy user consents to TTPs in addition to serving any kind of account.
