[Openid-specs-fapi] Issue #82: Strict Access Control to logs (openid/fapi)

Hi
We are using languages defined in ISO Directive Part 2 as we are
thinking of submitting it to ISO/TC68.
So, all "should" == "SHOULD", "shall" == "MUST". There is no "should" as
a dictionary term.
