I wasn't aware of EBT: https://en.wikipedia.org/wiki/Electronic_benefit_transfer
There is no such scheme in Europe as far as I can tell.

Assuming the US intends keeping EBT, wouldn't it be possible using regular payment rails using a card which trough some mechanism would limit purchases to approved stuff?
