All right. Then I’d suggest saying so in a note in the section and I’d change the title so it’s not a duplicate.
Maybe change it from:
Normative references<https://openid.net/specs/openid-connect-4-identity-assurance-1_0-14.html#name-normative-references>
See section 13 for normative references.
to
Placeholder for normative references<https://openid.net/specs/openid-connect-4-identity-assurance-1_0-14.html#name-normative-references>
Note that the normative references will be moved here in the ISO version of the specification. They are currently in section 13.
Right now it just looks like a mistake.

That's the placeholder for the ISO version. XML2RFC automatically creates the normative reference at the end, which does not go well with the ISO Directives.

Reviewing the drafts at https://openid.net/public-review-proposed-final-openid-connect-for-identity-assurance/, I couldn’t help but notice that each draft had two sections both called “Normative References”. In each case, first one is empty other than a reference to the second one.
Please delete the first ones when publishing the final specifications. This can be done editorially because it’s a non-normative editorial action.
