[OpenID-Specs-eKYC-IDA] Issue #1284: ISO 3166-1:2013 is in withdrawn status (openid/ekyc-ida)

Thought reminded me of the check that someone has to do.

A reference is normative only if it is referred to with a must or shall. We
need to double check if all the normative reference materials are actually
conforming to that requirement.
