[OpenID-specs-EAP] Our work here is done

Brian Campbell and I, as co-chairs, believe that, with the EAP ACR Values spec now being final https://openid.net/eap-acr-values-final-specification-approved/, the work of the EAP working group<https://openid.net/wg/eap/> is done.

The one remaining non-final working group spec is OpenID Connect Token Bound Authentication<https://openid.net/specs/openid-connect-token-bound-authentication-1_0.html>, which is an Implementer's Draft.  With the effective demise of Token Binding<https://groups.google.com/a/chromium.org/g/blink-dev/c/OkdLUyYmY1E/m/YJrsadYKDQAJ>, it's unlikely that any additional work on this specification would be useful.

Therefore, we propose to close the working group in two weeks - on Tuesday, July 1st, unless reasons to keep it open are raised by working group members.
