[OpenID-specs-EAP] EAP Call Notes 6-Dec-18

Sorry to miss the call today, I was on duty as the parent helper in my
kid's preschool class in the morning.

I've got a PR https://bitbucket.org/openid/eap/pull-requests/6 outstanding
on OpenID Connect Token Bound Authentication that basically just updates
some references from drafts to RFCs. I believe that it is ready to move on
to Implementer's Draft voting once merged.
