[Openid-dcp] Initial Server-to-Server Contribution/Adoption

Hi Folks,

Per the chairs' suggestion, please find attached the original version of
the server to server draft contribution, and request it as the starting
point.

I authored this, and it came out of the small group discussion of Issue 663
<https://github.com/openid/OpenID4VCI/issues/663>.

See https://github.com/openid/OpenID4VCI/pull/753 for the updated version.

As noted: there are many points of discussion expected to continue in the
WG. Most notably, harmonizing introduced concepts with Canonical VCI
remains a requirement prior to a first Implementers Draft, but we hope to
have consensus to use this as a starting document.
