[Openid-dcp] Proposed requirement for wallets to support multisig when DC API is used in HAIP

Hi all

It was proposed in today’s WG call that we make a change to HAIP 1.0 that requires wallets to support multisig requests (as per https://openid.net/specs/openid-4-verifiable-presentations-1_0-final.html#single_signed_request ).
