[Openid-dcp] Working group last call for OpenID4VC High Assurance Interoperability Profile / Notice for Consensus Decision at 24th October DCP WG call on moving VCI into public review & foundation wide voting for final

Hi all

As discussed on yesterday's WG call (and in my email last week <https://lists.openid.net/pipermail/openid-specs-digital-credentials-protocols/Week-of-Mon-20250929/000960.html>), as per table 2 in the OIDF process document, https://openid.net/wp-content/uploads/2024/10/OIDF_Process-Document_Final_2024-10-19.pdf, we are starting WG last call for HAIP today, and plan (if the WG agrees) to start the 60 day public review on Thursday 9th Oct.

We then have a formal "core decision" to make of "recommend a Work Group Draft as (…) a Final Specification” - specifically we need to agree that the upcoming revision draft 5 of HAIP (which should be published shortly) will go into public review and then be voted upon in a foundation wide vote, to become final. This will be a consensus decision made at the 24th October DCP WG call (the hybrid meeting happening on the Friday of the IIW week). This email is a formal 14 day notice that we will make that decision at that meeting. As allowed by the process document, this notice period will run in parallel with the public review period, which we hope to start on Thursday 9th October, and to ensure the working group feels we’re ready we plan to also collect an informal consensus at the Thursday 9th October June EU working group call.

There are two PRs (one normative and one non-normative) that the WG agreed to make the final changes to whilst this WGLC is in progress:

If there are other topics working group members think need to be handled before the specification moves to final please reply to this email with details.

This is very much just a step on the journey, and it is likely that comments will arrive during the 60 day review period that the working group chooses to fix before the voting period starts.

The details of the specification approval process can be found here: https://openid.net/wg/resources/approving-specifications/. This email is about the first bullet point on this list "Obtain working group consensus to propose foundation-wide approval of the draft specification", which is often called Working Group Last Call (WGLC). The following steps are to start a 60-day Foundation-wide review, followed by the 14 day voting period.

If all goes to plan this would result in Final being published around Christmas time.
