[Openid-specs-digital-credentials-protocols] [please review] DCP WG 2025 plans and budget

It might be worth noting that the Final designations on OID4VP & OID4VCI &
maybe HAIP are for v1.0 and that additional spec work towards v1.1 at least
is anticipated.
