Issue Title: OpenID Federation 1.0 for HAIP

Comment: OpenID Fed allows for expressing capabilities of Leafs via metadata. Should we standerdize the way a Leaf can express the fact that it is implementing HAIP so this capability becomes discoverable and can also be used as a metadata policy by IA's or TA's?
