[Openid-specs-digital-credentials-protocols] Publishing drafts of the OpenID4VC specs

We finished doing this today.  The new stable snapshots are published at:

Subject: Publishing drafts of the OpenID4VC specs

I believe that it's high time that we publish immutable numbered drafts of the OpenID4VC specs to openid.net/specs/.  We last did this for VCI in February, for VP in April, and for SIOPv2 in January.  Particularly, since we're anticipating making some breaking changes, it would be good to record the current state of the protocols before we change them.

What changes do we believe we must make before publishing?  The one change I'm aware of that we must make is to increment the draft number of SIOPv2 from 12 to 13.  Anything else?
