[Specs-cx] Resuming work: Are we ready for Smart Contract etc.

In Europe it also appears as the right time to restart the CX work in 
view of various new regulations such as eIDAS, PSD2, and GDPR 
(supporting a common EU market), that would all benefit from common 
digital contract management.
