[Specs-cx] CX Use Cases and Requirements

Hi,

We, Contract Exchange Working Group in OIDF Japan (it is separated
with this specs-cx in OIDF while the name WG is a little confusing)
have prepared expected use cases and requirements of CX and would like
participants on the list to leverage it to discuss the specification.
