[OIDFSC] [policy-charter] Proposed charter: Authorization Exchange (AuthZEN) working group

Just for the record - most of these messages (including the original proposal) are not making it onto the specs council mailing list. I presume it’s likely that this is because Gerry / David haven’t joined the mailing list.

I would presume the approval period probably runs from when it first appeared on the specs-council list, i.e. 28th September?
