Hi Allen,
The vote already occurred organically and all of the members of the
Specs Council voted. I've thus sent an email to the specs list with
notification of the 14-day period before the membership vote.

I'd also like to see us move away from using this mailing list and
stick to the specs list with explicit voting threads and specs council
members cc'd so the email doesn't get lost. (We'll try this the next
time around.)
