[OIDFSC] Mailing List Malfunction

The purpose of this list is for members of the specifications council to hold publicly visible discussions as to their recommendation about formal working group proposals that are on track for a membership vote.  I believe that this list is functioning correctly, as the specs council members are discussing their opinions on the working group proposals here, and people who are not members of the council are able to view their recommendations.

It looks like this mailing list is starting to replace specs@ as the
place to discuss working group proposals.

I'm not sure what the solution is, but having to different mailing lists
that are both for discussing working group proposals is not ideal.

What was the intended purpose of this mailing list?
