[OIDFSC] Mailing List Malfunction

My understanding is a place to review and vote on finalized working group
proposals.  I'm not a huge fan since I don't think it should be black and
white once we get a proposal.  We should be working with the author(s) to
get the proposal into the state it needs to be versus just voting against
it.

I would thus still prefer to use the specs at openid.net mailing list and have
clear threads for voting by the specs council as needed.  Quite honestly,
not caring if others "vote" in the thread and then have those votes not be
binding.
