[Openid-specs-authzen] Proposed agenda for Sep 25

To be clear, the hackmd document referenced by the “update on pagination”
bullet in the agenda is my write up of the challenges and options, and my
own perspective on them.

It does not represent a consensus (yet). I can go over the current state at
the meeting.

We can also review Michiel’s compromise proposal which the two of us were
not able to review prior to today’s meeting as we had originally intended.
