[Openid-specs-authzen] Meeting notes from Oct 23

For participating IdPs in the interop, please send me the interop OAuth
client details for your instance, and I can add them to the app. I will let
you know what the callback URL will be.

The users who need to be created in the IdP for the scenario can be found
