[Openid-specs-authzen] AuthZEN draft 04 is published!

Hi folks!

We now have a stable URL for draft 04
<https://openid.net/specs/authorization-api-1_0-04.html>, which we are
hoping will become the Final Specification by the end of the calendar year.

We are kicking off the official WG feedback period this week.
