[Openid-specs-authzen] Submission of a PR for PDP Metdata Discovery feature

This does look like great work!

However, given that we never got a chance to review this at the WG meeting,
and that it was made with a "draft 03" designation (even though draft 03
has already shipped here), I created a PR to revert it.

As we discussed at the WG meeting today, let's have Jeff take us through it
next week, and then re-create the PR on top of the "draft 04" baseline.
