[Openid-specs-authzen] Partial Evaluation Update

Here's a status update of where we stand with Partial Evaluation:

*Notes*

   1. We agreed that partial evaluation - at least in the first version of
   the standard - would only be for specific questions rather than the whole
   breadth partial evaluation generally allows
      1. You will see in the WIP document that I have questions for the WG
      regarding that
   2. We came up with a simplified response format
      1. Easy enough to parse
      2. Rich enough to convey the breadth of what a policy could yield
