[Openid-specs-authzen] Notes from 2024-09-17 meeting

Hi folks!

Highlights:

   - AuthZEN 1.0 draft 01 has been submitted to the OIDF as an
   Implementer's Draft. The review period for the AuthZEN 1.0 spec will start
   today (assuming the OIDF gets the note out today).
   - The 1.0 interop scenario (todo backend) will be updated to match
   the 1.0 spec, and will require changes from all 13 implementations. I will
   let folks know when there's a new backend that "speaks" the new payload
   formats.
   - Once this is done, AlexO / Omri will update the backend to also
   generate the "evaluations" (boxcarred) API call, in preparation for the 1.1
   interop at Authenticate 2024 on October 15.
