[Openid-specs-authzen] We have our first non-authz engine implementation!

Dear all,

As some of you know from the cal today, we have our first AuthZEN PEP
developed by Jonas Iggbom of Curity. It is used to secure Curity's Graph
API. Jonas tested against the Axiomatics PDP initially and then used the
endpoints published in the AuthZEN github repo to test other engines.
