[Openid-specs-authzen] New versions

Hey Mike,

“AuthZEN 1.1” was always an informal draft name.

We actually discussed this very issue on the Nov 12 AuthZEN call, and
agreed to rename the “AuthZEN 1.1 01” draft to the more formal name of
AuthZEN 1.0.02.

1.0.02 will also need a discovery mechanism to allow PDPs to indicate which
endpoints they support, and the URLs for those endpoints.
