[Openid-specs-authzen] The Search API

Dear all,

Alex and I had a face-to-face meeting today (blast from the past) to chat
about the Search API and it's quite clear there's lots of ground to cover.
For starters, we don't necessarily have the same definition. We put our
notes in hackmd <https://hackmd.io/@oidf-wg-authzen/BydEeGJqT> and we'd
love some more eyes on it. It's just notes at this point. We can go over
them on our regular Tuesday call.
