[Openid-specs-authzen] Update to AuthZEN Interop Scenarios

Hi everyone, Eve,

Eve, I just read your AuthZEN Interop Scenarios hackmd doc and took the
liberty to add more content. First of all, thanks for linking to the XACML
interop doc. I extracted the use cases and put them in their own section
<https://hackmd.io/@oidf-wg-authzen/InteropScenarios#Use-Cases-from-the-XACML-Interop>
to
make reading easier.

Secondly, I added a section called The Use Cases we want to focus on
<https://hackmd.io/@oidf-wg-authzen/InteropScenarios#The-Use-Cases-we-want-to-focus-on>.
This should correspond to the API design we've been discussing.
