[Openid-specs-authzen] Authzen Configuration metadata claim for Access Evaluation

Thanks for forwarding Mike, this is cool!

What role does Janssen play in this scenario? Is it acting as a PEP and
could be configured to call an AuthZEN-compliant PDP?  Or is it a PDP
itself? Or both?
