[Openid-specs-authzen] PR for repo transfer

Hi all,
Please review this PR that is required before we transfer the repo
containing the PDP / PEP communication draft (AuthZAPI) to the AuthZEN
working group in OpenID.

If you have contributed to the "authzapi" draft for the PDP / PEP
communication then your approval is required for me to be able to transfer
the repo.
