[Openid-specs-authzen] [policy-charter] AuthZEN WG Blog + Mail List are Now Live

This is fantastic news. Thank you so much everyone for all the work and
here is to more authorization interop.

Mike, I think I ended up signing the agreement twice one specifically for
this group and one blanket one for all groups.
