[Openid-specs-ab] Call for Adoption for the OpenID Connect Key Binding Specification

Based on the content of this thread and related discussions, it appears
that several capable and well-versed individuals in OAuth/OIDC interpreted
the intent of the draft similarly to Aaron. As such, I'd characterize his
characterization of the language in the draft as perfectly reasonable.
