[Openid-specs-ab] Minutes from 2025-10-10 Connect WG call

Scribe's note: I know tensions were higher than usual at this call. Please
rest assured that I attempted as best as I could to represent things in a
neutral way in these minutes while also participating in the call. These
minutes have been reviewed by the chair of the working group before this
posting. If you believe that I have misrepresented or omitted anything
important in these minutes, please let the chair of the working group know.
I believe that these minutes can be corrected using the recording of the
call, which is available to OIDF staff for the next 90 days. Thanks.

- Statement from the chair: Please read the code of conduct for the
OpenID Foundation and interact accordingly. In particular:
- Constructive Feedback: Feedback should be provided in a
constructive, timely and respectful manner, focusing on the ideas or
proposals under discussion and should actively avoid
unrelated matters or
personal attacks.
- Professional Tone: All communication, whether verbal or written,
should maintain a professional and respectful tone. Refrain
from disruptive
behavior, including shouting, personal attacks or insults, sarcasm, or
inflammatory or otherwise inappropriate language.

- OpenID Connect Pull Requests and Issues

- OpenID Connect Relying Party Metadata Choices
- Draft -02 has been published a few weeks ago. No open issues as
far as the chair is aware.
- OpenID Federation
- Pull requests: https://github.com/openid/federation/pulls
- There have been discussions about what ecosystem implementers
believe they need to get to a final specification.
- If you are an implementer and have any more “must-have”
requests, now is the time to open issues.
- OpenID Connect Key Binding
- There has been substantial discussion on the list.
- The second call for adoption has ended.
- There are concerns that the use cases presented as rationale for
the draft are a good fit for the technical specification in the draft.
Specifically, the Docker OpenPubKey use case.
- Chair request: Frederik should file issues in the repository to
ask for mappings of the terms defined in the draft to the use cases
mentioned in the draft such that it is clear which components
of the use
cases are part of the RP.
- Ethan: OpenPubKey should not be used outside of the audience in
the ID Token.
- Chair request: Brian should file issues in the repository to ask
for specific descriptions in the draft.
- One of the authors of the UserInfo VC draft has responded that:
"You are correct that at this point the UserInfo VC draft is basically
abandoned. But only because there was basically zero OP interest in
implementing as far as I could tell.”
- Other authors of the UserInfo VC draft have also responded,
though not on the thread for this purpose.
- Brian: Dick lied about and misrepresented information concerning
the rationale and background context for the draft with regards to the
responses of the UserInfo VC draft authors.
- Chair: Brian, stop. Do not accuse Dick of lying or I will remove
you from the call.
- Brian: That was a factual statement.
- Chair statement: The OpenID Foundation procedures and bylaws are
designed for action. As such, the draft has been adopted by
the Working
Group.
- Brian: Some messages on the Working Group list were not
considered when considering whether to adopt the draft. It is
questionable
if the criteria for consensus were met. I disagree with the
decision to
adopt the draft.
- Decisions made
- The OpenID Connect Key Binding draft has been adopted by the
Working Group.
- Action items
- Dick and Ethan to create GitHub repository within
github.com/openid/ for
the specification and publish the working group -00 draft to
openid.net/specs/.
- Frederik and Brian (and others if they are interested) should open
issues on the OpenID Connect Key Binding repository to ask for specific
changes.
