[Openid-specs-ab] Second Call for Adoption for the OpenID Connect Key Binding Specification

The authors are submitting the attached revised draft for consideration by
the working group.  It fixes the issues pointed out by Brian Campbell in
his response to the Second Call for Adoption.  No other changes were made
relative to the second submission made on October 1st.
