[Openid-specs-ab] Call for Adoption of the OpenID Connect Enterprise Extensions Specification

I support adoption. This addresses one of my previous concerns with the OP
Commands draft, as this draft defines some claims that can later be
referenced by OP Commands. This work is also helpful for the IPSIE OpenID
profile.
