[Openid-specs-ab] Initial OpenID Connect Core errata 3 draft published

The first draft of "OpenID Connect Core 1.0 incorporating errata set 3" has been published at https://openid.net/specs/openid-connect-core-1_0-36.html.  This contains the updates discussed during the OAuth Interim meeting on Monday. Note that corresponding updates have also been made to the FAPI 1, FAPI 2, and CIBA Core specs.  And proposed corresponding updates to OAuth specs are published at https://www.ietf.org/archive/id/draft-jones-oauth-rfc7523bis-00.html.
