[Openid-specs-ab] Planning for an OpenID Federation interop event

For me the TIIME in April could be a good time for a first interop, and 
then have another in the second half of 2025, to iron out remaining issues.

This will allow us to catch, discuss and address potential issues early. 
Even if not everybody would have implemented the most recent drafts by 
April.
