I'm probably misunderstanding something about SSE too... :-)

Section 6.3 of your draft says:

   - Connection with the value of keep-alive to keep the connection open.

So while I agree that there is no content until the server has something to
send, there is a file descriptor (in the old days) somewhere on the server
that is keeping track of that connection.  I don't know if that's a
consideration anymore. Maybe there aren't that many RPs out there anyway,
and this is negligible. Is this connection guaranteed to persist in the
infrastructure?
