[Openid-specs-ab] OP Commands - alternative approaches for tenancy and bulk transfer

Hey

Have not heard of any alternative approaches. I'm going to move forward
with writing a doc that includes this and some other enterprise related
items that have come up in IPSIE and propose adoption by this WG.
