[Openid-specs-ab] Initial working group version of OpenID Connect Relying Party Metadata Choices 1.0

Following adoption of the specification, we have published the initial working group version of the OpenID Connect Relying Party Metadata Choices 1.0 specification at https://openid.net/specs/openid-connect-rp-metadata-choices-1_0.html and https://openid.net/specs/openid-connect-rp-metadata-choices-1_0-00.html.  The GitHub repository for the specification is https://github.com/openid/rp-metadata-choices.

As a reminder, this specification is intended to address the issues https://bitbucket.org/openid/connect/issues/2158/metadata-parameter-value-arrays-for-rp and https://github.com/openid/federation/issues/12.
