[Openid-specs-ab] Initial working group version of OpenID Federation Wallet Architectures 1.0

Following adoption of the specification, we have published the initial working group version of the OpenID Federation Wallet Architectures 1.0 specification at https://openid.net/specs/openid-federation-wallet-1_0.html and https://openid.net/specs/openid-federation-wallet-1_0-03.html.  The GitHub repository for the specification is https://github.com/openid/federation-wallet/.
