[Openid-specs-ab] Issue #2149: Say that Immediate Superiors publish Subordinate Statements for Immediate Subordinates (openid/connect)

i can't seem to log in any more. so i just replied.
I am confused about what the word publish means. If I have a trust registry
for TPM chips, would I need to be able to publish a list of all of the
chips manufactured? ..tom
