In section 5.1 the spec defines Entity Type Identifiers for OIDC and OAuth entities as well as the generic `federation_entity` that applies to all entities.

The `federation_entity` is currently the last subsection \(5.1.6\). This is a proposal is to make it the first subsection \(5.1.1\), and then continue with the OIDC and OAuth specific identifiers.
